How to Lower Your Google Ads CPA Without Compromising on Growth

By Jonny Giddens
Head of Growth, Search Machines

Many performance marketers assume that if Google Ads performance has plateaued, it’s a budget problem.

But it’s often a structure problem. Or a signal problem. Or a “Google is guessing and we’re letting it” problem.

This short guide will walk you through high-impact ways to lower your cost per acquisition (CPA) without reducing spend or chasing “hacks.”

1. Optimize Your Account Structure

We’ve audited hundreds of accounts – from startups to global brands investing $100M+ a year – and we’ve seen every setup imaginable. Bloated structures, under-segmentation, and setups that confuse Google’s algorithm and burn budget.

What to do:

  • Consolidate campaigns where intent, geography, and AOV overlap
  • Use intent-based clustering, not business silos, to structure campaigns
  • Increase data density per asset to speed up learning and improve automation

Brands that restructure sensibly often see faster learning, stronger signal aggregation, and 5-15% lower CPCs within 45 days.

2. Upgrade Your Keyword Strategy

Broad match without controls is a money pit. Exact match without reach is a missed opportunity.

Some best practice:

  • Use a mixed match strategy: pair Exact with Broad to balance precision and reach
  • Layer robust negative keyword lists to eliminate waste and review existing to ensure relevant traffic is not blocked.
  • Run weekly search term reports to catch irrelevant matches and refine intent targeting
  • Use brand exclusions in Performance Max to protect high-intent brand traffic
  • Leverage search term insights now available in PMax asset groups to identify and add converting queries to Search campaigns

Pro tip: Tools like ATLAS™ can surface long-tail opportunities you didn’t know you were missing – especially in mature markets.

3. Give Google’s Algorithm Better Signals

Smart Bidding thrives on quality input. Too often, accounts leave Google guessing what success looks like.

To improve bidding:

  • Set realistic tCPA or tROAS targets based on historical performance, not aspiration
  • Use offline conversion imports (e.g. sales-qualified leads, LTV signals)
  • Upload first party data (e.g customer email lists, phone numbers etc).
  • Refine primary conversion actions to track and prioritize profitable actions and avoid unqualified leads.

Search Machine’s bidder, ProfitMAX goes one step further and uses elasticity models on top of Google’s algorithm to find profitable tradeoffs at the ad group level.

4. Turn Reporting Into Action

Too many agencies “report” performance without actually acting on what’s reported. Dashboards don’t drive growth. Decisions do.

Fix it by:

  • Building weekly insight loops tied to decisions (e.g. pause, scale, test)
  • Tracking more than surface KPIs, ask why metrics moved, not just what moved
  • Creating custom views for CMO, channel owner, and analyst tiers

Strong performance marketers aren’t just number crunchers – they’re decision enablers.

5. Reduce Trademark Infringement and Malicious Competitors

Control your cost before the auction starts.

Trademark infringement erodes brand equity, while malicious or misleading ads steal revenue, degrade user experience, and collectively force you to pay more just to reclaim your rightful position at the top of the auction.

What to do:

  • Report TM infringements through Google’s TM complaint process or automate it with tools like Impersonally.
  • Restrict paid search bidding of affiliates in affiliate contracts
  • Identify who’s inflating your auctions and when. Spot patterns of competitive bidding surges and take action (e.g., legal, competitor bid suppression agreements).

Clients who proactively manage pre-auction interference can see 5–20% reductions in branded CPCs and more accurate attribution and cleaner conversion data

6. Personalize Everything Around Intent (Ads + Landing Pages)

Your audience isn’t just searching for “car insurance” they’re searching for “best family car insurance in Florida.” And if your ad and landing page don’t reflect that level of nuance, Google’s Quality Score (and your CPC) will suffer.

Here’s what high-performing accounts do differently:

  • Use modular ad copy that adapts to intent (e.g. location, urgency, use case)
  • Deploy dynamic creative and ad customizers to scale personalization efficiently
  • Align ad messaging with landing page content to maximize Quality Score
  • Customize for contextual signals like device, time of day, and funnel stage

Why it matters:

  • Hyper-specific ads improve Quality Score → lower CPCs
  • Aligned landing pages improve conversion rate
  • Together, they create a compound effect: lower CPA, higher ROI

This approach helped clients like Ahoy! Insurance and Mr & Mrs Smith Hotel Collection unlock double-digit lifts in CTR and CVR.

Final Word

Lowering CPA isn’t about squeezing bids or your agency, it’s about structure, intent, and better signals.
